A gift from AUCA

June 27, 2012

Official handing over of “Contemporary international law materials and cases” book took place on 25 June of 2012 in Jogorku Kenesh of Kyrgyz Republic.  Executive Director of Tian-Shan Policy Center (TSPC) of AUCA Mr. Rodger Dillon presented 14 books to Chair on Juridical issues and rule of law – Mr. Tumanov Toktogul for use and further distribution among other committees.

During the meeting Mr. Tumanov pointed out that this kind of gift is presented to his committee for the first time and expressed hope for future collaboration and mutual exchange of experience.  Mr. Tumanov also noted that notwithstanding the difficulty of carrying out juridical reform, the reform itself has started and Committee on Juridical issues and rule of law has prepared over 20 law drafts which were approved by the Parliament.

Mr. Dillon, from his side, stated that a number of people contributed to the development of the very book including representatives of American University in Central Asia, Kyrgyz State University, Kyrgyz State Academy of Law and Fulbright Alumni Association.   Mr. Dillon shared that is a great pleasure for him to use and apply the experience gained during work in U.S. Parliament here in Kyrgyzstan.

The book was celebrated as the first such resource book to help modernize Kyrgyz legal education.  It will be made available for free in Russian and in English to help support teachers, and allow students to gain access to the international materials, documents, and norms being taught and applied in European, U.S., and other advanced Asian countries.  It can also serve as a major supplement to the Kyrgyz law curriculum, and a teaching and learning guide for the subjects of law, international relations, business, and other fields.  Policy-makers, lawyers, and judges may also find the book helpful in analyzing key global issues and jurisprudence that affects Kyrgyzstan and other Central Asian Countries.

The next steps identified were finding resources in order to realize translation of the book into the Kyrgyz language and facilitating additional trainings that members of the working group can undertake with teachers and students in other parts of Kyrgyzstan on using this new resource as a teaching supplement.

The cases and materials were selected to provide a distinct focus on issues relevant to Kyrgyzstan and Central Asian countries. In this way, the book can be a useful resource to support university teachers and students in their studies related to international law, foreign affairs, business, and other fields.
